4374 packets that are in queue should actually not be encrypted
4375 because packets that are sent immediately gets encrypted
4376 actually with wrong IV (and thus MAC check fails). So, packets
4377 that are in queue should be encrypted when they are sent to
4378 the wire and not when they put to the queue.
4380 However, the problem is that the current system has not been
4381 designed to work that way. Instead, the packet is encrypted
4382 as soon as possible and left to the queue. The queue is then
4383 just purged into wire. There won't be any fixes for this
4384 any time soon. So, the current semantic for packet sending
4387 o If you send packet to remote host and do not force the send
4388 (the packet will be in queue) then all subsequent packets to the
4389 same remote host must also be put to the queue. Only after the
4390 queue has been purged is it safe again to force the packet

5487 Created new utility library (lib/silcutil) that includes more
5488 generic purpose stuff. The stuff for util library was taken
5489 from the old core library. This was minor and easy split.
5491 * Created SILC Client Library (lib/silcclient) that includes
5492 implementation of the SILC client without user interface. This
5493 was major move from silc/ directory. The code has been changed
5494 so that it is transparent towards the user interface. The
5495 silc/ directory includes now the same user interface as before
5496 and it uses the new client library. Read lib/silcclient/README.
5497 Basicly, the client library performs everything else related
5498 to SILC except user interface handling. Also, configuration
5499 files are considered to be part of user interface and library
