4067 the wire and not when they put to the queue.

4070 designed to work that way. Instead, the packet is encrypted
4071 as soon as possible and left to the queue. The queue is then
4072 just purged into wire. There won't be any fixes for this
4073 any time soon. So, the current semantic for packet sending
