1940 reverse order. For this reason, MAC check failed. Now, this
1941 is fixed by not sending the Channel Key packet immediately but
1942 putting it to queue. However, this is more fundamental problem:
1943 packets that are in queue should actually not be encrypted
1944 because packets that are sent immediately gets encrypted
1945 actually with wrong IV (and thus MAC check fails). So, packets
1946 that are in queue should be encrypted when they are sent to
1947 the wire and not when they put to the queue.
1949 However, the problem is that the current system has not been
1950 designed to work that way. Instead, the packet is encrypted
1951 as soon as possible and left to the queue. The queue is then
1952 just purged into wire. There won't be any fixes for this
1953 any time soon. So, the current semantic for packet sending
1956 o If you send packet to remote host and do not force the send
1957 (the packet will be in queue) then all subsequent packets to the
1958 same remote host must also be put to the queue. Only after the
1959 queue has been purged is it safe again to force the packet
1962 o If you send all packets immediately then it safe to send
1963 any of subsequent packets through the queue, however, after
1964 the first packet is put to queue then any subsequent packets
