1330 actually with wrong IV (and thus MAC check fails). So, packets
1331 that are in queue should be encrypted when they are sent to
1332 the wire and not when they put to the queue.
1334 However, the problem is that the current system has not been
1335 designed to work that way. Instead, the packet is encrypted
1336 as soon as possible and left to the queue. The queue is then
1337 just purged into wire. There won't be any fixes for this
1338 any time soon. So, the current semantic for packet sending
1341 o If you send packet to remote host and do not force the send
1342 (the packet will be in queue) then all subsequent packets to the
1343 same remote host must also be put to the queue. Only after the
1344 queue has been purged is it safe again to force the packet
