2194 because packets that are sent immediately gets encrypted
2195 actually with wrong IV (and thus MAC check fails). So, packets
2196 that are in queue should be encrypted when they are sent to
2197 the wire and not when they put to the queue.
2199 However, the problem is that the current system has not been
2200 designed to work that way. Instead, the packet is encrypted
2201 as soon as possible and left to the queue. The queue is then
2202 just purged into wire. There won't be any fixes for this
2203 any time soon. So, the current semantic for packet sending

2207 (the packet will be in queue) then all subsequent packets to the
