4122 the wire and not when they put to the queue.

4125 designed to work that way. Instead, the packet is encrypted
4126 as soon as possible and left to the queue. The queue is then
4127 just purged into wire. There won't be any fixes for this
4128 any time soon. So, the current semantic for packet sending
