1239 packet was second, even though they were encrypted in the
1240 reverse order. For this reason, MAC check failed. Now, this
1241 is fixed by not sending the Channel Key packet immediately but
1242 putting it to queue. However, this is more fundamental problem:
1243 packets that are in queue should actually not be encrypted
1244 because packets that are sent immediately gets encrypted
1245 actually with wrong IV (and thus MAC check fails). So, packets
1246 that are in queue should be encrypted when they are sent to
1247 the wire and not when they put to the queue.
1249 However, the problem is that the current system has not been
1250 designed to work that way. Instead, the packet is encrypted
1251 as soon as possible and left to the queue. The queue is then
1252 just purged into wire. There won't be any fixes for this
1253 any time soon. So, the current semantic for packet sending
