3591 packets that are in queue should actually not be encrypted
3592 because packets that are sent immediately gets encrypted
3593 actually with wrong IV (and thus MAC check fails). So, packets
3594 that are in queue should be encrypted when they are sent to
3595 the wire and not when they put to the queue.
3597 However, the problem is that the current system has not been
3598 designed to work that way. Instead, the packet is encrypted
3599 as soon as possible and left to the queue. The queue is then
3600 just purged into wire. There won't be any fixes for this
3601 any time soon. So, the current semantic for packet sending

3605 (the packet will be in queue) then all subsequent packets to the

4412 already defined as a list. It is not suitable to add just some
