1144 the wire and not when they put to the queue.

1147 designed to work that way. Instead, the packet is encrypted
1148 as soon as possible and left to the queue. The queue is then
1149 just purged into wire. There won't be any fixes for this
1150 any time soon. So, the current semantic for packet sending
