880 that are in queue should be encrypted when they are sent to
881 the wire and not when they put to the queue.
883 However, the problem is that the current system has not been
884 designed to work that way. Instead, the packet is encrypted
885 as soon as possible and left to the queue. The queue is then
886 just purged into wire. There won't be any fixes for this
887 any time soon. So, the current semantic for packet sending
