1110 packets that are in queue should actually not be encrypted
1111 because packets that are sent immediately gets encrypted
1112 actually with wrong IV (and thus MAC check fails). So, packets
1113 that are in queue should be encrypted when they are sent to
1114 the wire and not when they put to the queue.
1116 However, the problem is that the current system has not been
1117 designed to work that way. Instead, the packet is encrypted
1118 as soon as possible and left to the queue. The queue is then
1119 just purged into wire. There won't be any fixes for this
1120 any time soon. So, the current semantic for packet sending
1123 o If you send packet to remote host and do not force the send
1124 (the packet will be in queue) then all subsequent packets to the
1125 same remote host must also be put to the queue. Only after the
1126 queue has been purged is it safe again to force the packet
