2170 because packets that are sent immediately gets encrypted
2171 actually with wrong IV (and thus MAC check fails). So, packets
2172 that are in queue should be encrypted when they are sent to
2173 the wire and not when they put to the queue.
2175 However, the problem is that the current system has not been
2176 designed to work that way. Instead, the packet is encrypted
2177 as soon as possible and left to the queue. The queue is then
2178 just purged into wire. There won't be any fixes for this
2179 any time soon. So, the current semantic for packet sending

2183 (the packet will be in queue) then all subsequent packets to the
