1383 is fixed by not sending the Channel Key packet immediately but
1384 putting it to queue. However, this is more fundamental problem:
1385 packets that are in queue should actually not be encrypted
1386 because packets that are sent immediately gets encrypted
1387 actually with wrong IV (and thus MAC check fails). So, packets
1388 that are in queue should be encrypted when they are sent to
1389 the wire and not when they put to the queue.
1391 However, the problem is that the current system has not been
1392 designed to work that way. Instead, the packet is encrypted
1393 as soon as possible and left to the queue. The queue is then
1394 just purged into wire. There won't be any fixes for this
1395 any time soon. So, the current semantic for packet sending
1398 o If you send packet to remote host and do not force the send
1399 (the packet will be in queue) then all subsequent packets to the
1400 same remote host must also be put to the queue. Only after the
1401 queue has been purged is it safe again to force the packet
