4088 because packets that are sent immediately gets encrypted
4089 actually with wrong IV (and thus MAC check fails). So, packets
4090 that are in queue should be encrypted when they are sent to
4091 the wire and not when they put to the queue.
4093 However, the problem is that the current system has not been
4094 designed to work that way. Instead, the packet is encrypted
4095 as soon as possible and left to the queue. The queue is then
4096 just purged into wire. There won't be any fixes for this
4097 any time soon. So, the current semantic for packet sending
4100 o If you send packet to remote host and do not force the send
4101 (the packet will be in queue) then all subsequent packets to the
4102 same remote host must also be put to the queue. Only after the
