4461 packet was second, even though they were encrypted in the
4462 reverse order. For this reason, MAC check failed. Now, this
4463 is fixed by not sending the Channel Key packet immediately but
4464 putting it to queue. However, this is more fundamental problem:
4465 packets that are in queue should actually not be encrypted
4466 because packets that are sent immediately gets encrypted
4467 actually with wrong IV (and thus MAC check fails). So, packets
4468 that are in queue should be encrypted when they are sent to
4469 the wire and not when they put to the queue.
4471 However, the problem is that the current system has not been
4472 designed to work that way. Instead, the packet is encrypted
4473 as soon as possible and left to the queue. The queue is then
4474 just purged into wire. There won't be any fixes for this
4475 any time soon. So, the current semantic for packet sending
4478 o If you send packet to remote host and do not force the send
4479 (the packet will be in queue) then all subsequent packets to the
4480 same remote host must also be put to the queue. Only after the
4481 queue has been purged is it safe again to force the packet
