1707 the wire and not when they put to the queue.

1710 designed to work that way. Instead, the packet is encrypted
1711 as soon as possible and left to the queue. The queue is then
1712 just purged into wire. There won't be any fixes for this
1713 any time soon. So, the current semantic for packet sending

1717 (the packet will be in queue) then all subsequent packets to the
