4106 the wire and not when they put to the queue.

4109 designed to work that way. Instead, the packet is encrypted
4110 as soon as possible and left to the queue. The queue is then
4111 just purged into wire. There won't be any fixes for this
4112 any time soon. So, the current semantic for packet sending

4116 (the packet will be in queue) then all subsequent packets to the
