3860 packets that are in queue should actually not be encrypted
3861 because packets that are sent immediately gets encrypted
3862 actually with wrong IV (and thus MAC check fails). So, packets
3863 that are in queue should be encrypted when they are sent to
3864 the wire and not when they put to the queue.
3866 However, the problem is that the current system has not been
3867 designed to work that way. Instead, the packet is encrypted
3868 as soon as possible and left to the queue. The queue is then
3869 just purged into wire. There won't be any fixes for this
3870 any time soon. So, the current semantic for packet sending

3874 (the packet will be in queue) then all subsequent packets to the
3875 same remote host must also be put to the queue. Only after the
