823 that are in queue should be encrypted when they are sent to
824 the wire and not when they put to the queue.
826 However, the problem is that the current system has not been
827 designed to work that way. Instead, the packet is encrypted
828 as soon as possible and left to the queue. The queue is then
829 just purged into wire. There won't be any fixes for this
830 any time soon. So, the current semantic for packet sending
