2388 packets that are in queue should actually not be encrypted
2389 because packets that are sent immediately gets encrypted
2390 actually with wrong IV (and thus MAC check fails). So, packets
2391 that are in queue should be encrypted when they are sent to
2392 the wire and not when they put to the queue.
2394 However, the problem is that the current system has not been
2395 designed to work that way. Instead, the packet is encrypted
2396 as soon as possible and left to the queue. The queue is then
2397 just purged into wire. There won't be any fixes for this
2398 any time soon. So, the current semantic for packet sending
2401 o If you send packet to remote host and do not force the send
2402 (the packet will be in queue) then all subsequent packets to the
2403 same remote host must also be put to the queue. Only after the
2404 queue has been purged is it safe again to force the packet
