4015 packets that are in queue should actually not be encrypted
4016 because packets that are sent immediately gets encrypted
4017 actually with wrong IV (and thus MAC check fails). So, packets
4018 that are in queue should be encrypted when they are sent to
4019 the wire and not when they put to the queue.
4021 However, the problem is that the current system has not been
4022 designed to work that way. Instead, the packet is encrypted
4023 as soon as possible and left to the queue. The queue is then
4024 just purged into wire. There won't be any fixes for this
4025 any time soon. So, the current semantic for packet sending
4028 o If you send packet to remote host and do not force the send
4029 (the packet will be in queue) then all subsequent packets to the
4030 same remote host must also be put to the queue. Only after the
4031 queue has been purged is it safe again to force the packet
4034 o If you send all packets immediately then it safe to send
