1815 actually with wrong IV (and thus MAC check fails). So, packets
1816 that are in queue should be encrypted when they are sent to
1817 the wire and not when they put to the queue.
1819 However, the problem is that the current system has not been
1820 designed to work that way. Instead, the packet is encrypted
1821 as soon as possible and left to the queue. The queue is then
1822 just purged into wire. There won't be any fixes for this
1823 any time soon. So, the current semantic for packet sending
1826 o If you send packet to remote host and do not force the send
1827 (the packet will be in queue) then all subsequent packets to the
1828 same remote host must also be put to the queue. Only after the
1829 queue has been purged is it safe again to force the packet
