4222 actually with wrong IV (and thus MAC check fails). So, packets
4223 that are in queue should be encrypted when they are sent to
4224 the wire and not when they put to the queue.

4227 designed to work that way. Instead, the packet is encrypted
4228 as soon as possible and left to the queue. The queue is then
4229 just purged into wire. There won't be any fixes for this
