2878 putting it to queue. However, this is more fundamental problem:
2879 packets that are in queue should actually not be encrypted
2880 because packets that are sent immediately gets encrypted
2881 actually with wrong IV (and thus MAC check fails). So, packets
2882 that are in queue should be encrypted when they are sent to
2883 the wire and not when they put to the queue.
2885 However, the problem is that the current system has not been
2886 designed to work that way. Instead, the packet is encrypted
2887 as soon as possible and left to the queue. The queue is then
2888 just purged into wire. There won't be any fixes for this
2889 any time soon. So, the current semantic for packet sending
2892 o If you send packet to remote host and do not force the send
2893 (the packet will be in queue) then all subsequent packets to the
2894 same remote host must also be put to the queue. Only after the
2895 queue has been purged is it safe again to force the packet
2898 o If you send all packets immediately then it safe to send

2900 the first packet is put to queue then any subsequent packets

4277 implementation now complies with the specification.
