2955 because packets that are sent immediately gets encrypted
2956 actually with wrong IV (and thus MAC check fails). So, packets
2957 that are in queue should be encrypted when they are sent to
2958 the wire and not when they put to the queue.
2960 However, the problem is that the current system has not been
2961 designed to work that way. Instead, the packet is encrypted
2962 as soon as possible and left to the queue. The queue is then
2963 just purged into wire. There won't be any fixes for this
2964 any time soon. So, the current semantic for packet sending
2967 o If you send packet to remote host and do not force the send
2968 (the packet will be in queue) then all subsequent packets to the
2969 same remote host must also be put to the queue. Only after the
2970 queue has been purged is it safe again to force the packet
