2585 packets that are in queue should actually not be encrypted
2586 because packets that are sent immediately gets encrypted
2587 actually with wrong IV (and thus MAC check fails). So, packets
2588 that are in queue should be encrypted when they are sent to
2589 the wire and not when they put to the queue.
2591 However, the problem is that the current system has not been
2592 designed to work that way. Instead, the packet is encrypted
2593 as soon as possible and left to the queue. The queue is then
2594 just purged into wire. There won't be any fixes for this
2595 any time soon. So, the current semantic for packet sending

2599 (the packet will be in queue) then all subsequent packets to the

3406 already defined as a list. It is not suitable to add just some
