2111 that are in queue should be encrypted when they are sent to
2112 the wire and not when they put to the queue.

2115 designed to work that way. Instead, the packet is encrypted
2116 as soon as possible and left to the queue. The queue is then
2117 just purged into wire. There won't be any fixes for this
2118 any time soon. So, the current semantic for packet sending
