2684 because packets that are sent immediately gets encrypted
2685 actually with wrong IV (and thus MAC check fails). So, packets
2686 that are in queue should be encrypted when they are sent to
2687 the wire and not when they put to the queue.
2689 However, the problem is that the current system has not been
2690 designed to work that way. Instead, the packet is encrypted
2691 as soon as possible and left to the queue. The queue is then
2692 just purged into wire. There won't be any fixes for this
2693 any time soon. So, the current semantic for packet sending

2697 (the packet will be in queue) then all subsequent packets to the
