3221 because packets that are sent immediately gets encrypted
3222 actually with wrong IV (and thus MAC check fails). So, packets
3223 that are in queue should be encrypted when they are sent to
3224 the wire and not when they put to the queue.
3226 However, the problem is that the current system has not been
3227 designed to work that way. Instead, the packet is encrypted
3228 as soon as possible and left to the queue. The queue is then
3229 just purged into wire. There won't be any fixes for this
3230 any time soon. So, the current semantic for packet sending

3234 (the packet will be in queue) then all subsequent packets to the
