3516 packet was second, even though they were encrypted in the
3517 reverse order. For this reason, MAC check failed. Now, this
3518 is fixed by not sending the Channel Key packet immediately but
3519 putting it to queue. However, this is more fundamental problem:
3520 packets that are in queue should actually not be encrypted
3521 because packets that are sent immediately gets encrypted
3522 actually with wrong IV (and thus MAC check fails). So, packets
3523 that are in queue should be encrypted when they are sent to
3524 the wire and not when they put to the queue.
3526 However, the problem is that the current system has not been
3527 designed to work that way. Instead, the packet is encrypted
3528 as soon as possible and left to the queue. The queue is then
3529 just purged into wire. There won't be any fixes for this
3530 any time soon. So, the current semantic for packet sending
3533 o If you send packet to remote host and do not force the send
3534 (the packet will be in queue) then all subsequent packets to the
3535 same remote host must also be put to the queue. Only after the
3536 queue has been purged is it safe again to force the packet
