2817 packets that are in queue should actually not be encrypted
2818 because packets that are sent immediately gets encrypted
2819 actually with wrong IV (and thus MAC check fails). So, packets
2820 that are in queue should be encrypted when they are sent to
2821 the wire and not when they put to the queue.
2823 However, the problem is that the current system has not been
2824 designed to work that way. Instead, the packet is encrypted
2825 as soon as possible and left to the queue. The queue is then
2826 just purged into wire. There won't be any fixes for this
2827 any time soon. So, the current semantic for packet sending
2830 o If you send packet to remote host and do not force the send
2831 (the packet will be in queue) then all subsequent packets to the
2832 same remote host must also be put to the queue. Only after the
2833 queue has been purged is it safe again to force the packet
2836 o If you send all packets immediately then it safe to send

2838 the first packet is put to queue then any subsequent packets
