2592 because packets that are sent immediately gets encrypted
2593 actually with wrong IV (and thus MAC check fails). So, packets
2594 that are in queue should be encrypted when they are sent to
2595 the wire and not when they put to the queue.
2597 However, the problem is that the current system has not been
2598 designed to work that way. Instead, the packet is encrypted
2599 as soon as possible and left to the queue. The queue is then
2600 just purged into wire. There won't be any fixes for this
2601 any time soon. So, the current semantic for packet sending
