4283 packets that are in queue should actually not be encrypted
4284 because packets that are sent immediately gets encrypted
4285 actually with wrong IV (and thus MAC check fails). So, packets
4286 that are in queue should be encrypted when they are sent to
4287 the wire and not when they put to the queue.
4289 However, the problem is that the current system has not been
4290 designed to work that way. Instead, the packet is encrypted
4291 as soon as possible and left to the queue. The queue is then
4292 just purged into wire. There won't be any fixes for this
4293 any time soon. So, the current semantic for packet sending
4296 o If you send packet to remote host and do not force the send
4297 (the packet will be in queue) then all subsequent packets to the
4298 same remote host must also be put to the queue. Only after the
4299 queue has been purged is it safe again to force the packet
