3514 packets that are in queue should actually not be encrypted
3515 because packets that are sent immediately gets encrypted
3516 actually with wrong IV (and thus MAC check fails). So, packets
3517 that are in queue should be encrypted when they are sent to
3518 the wire and not when they put to the queue.
3520 However, the problem is that the current system has not been
3521 designed to work that way. Instead, the packet is encrypted
3522 as soon as possible and left to the queue. The queue is then
3523 just purged into wire. There won't be any fixes for this
3524 any time soon. So, the current semantic for packet sending
3527 o If you send packet to remote host and do not force the send
3528 (the packet will be in queue) then all subsequent packets to the
3529 same remote host must also be put to the queue. Only after the
3530 queue has been purged is it safe again to force the packet
3533 o If you send all packets immediately then it safe to send

3535 the first packet is put to queue then any subsequent packets
