3261 packet was second, even though they were encrypted in the
3262 reverse order. For this reason, MAC check failed. Now, this
3263 is fixed by not sending the Channel Key packet immediately but
3264 putting it to queue. However, this is more fundamental problem:
3265 packets that are in queue should actually not be encrypted
3266 because packets that are sent immediately gets encrypted
3267 actually with wrong IV (and thus MAC check fails). So, packets
3268 that are in queue should be encrypted when they are sent to
3269 the wire and not when they put to the queue.
3271 However, the problem is that the current system has not been
3272 designed to work that way. Instead, the packet is encrypted
3273 as soon as possible and left to the queue. The queue is then
3274 just purged into wire. There won't be any fixes for this
3275 any time soon. So, the current semantic for packet sending
3278 o If you send packet to remote host and do not force the send
3279 (the packet will be in queue) then all subsequent packets to the
3280 same remote host must also be put to the queue. Only after the
3281 queue has been purged is it safe again to force the packet
3284 o If you send all packets immediately then it safe to send

3286 the first packet is put to queue then any subsequent packets

4384 was major move from silc/ directory. The code has been changed
