194 putting it to queue. However, this is more fundamental problem:
195 packets that are in queue should actually not be encrypted
196 because packets that are sent immediately gets encrypted
197 actually with wrong IV (and thus MAC check fails). So, packets
198 that are in queue should be encrypted when they are sent to
199 the wire and not when they put to the queue.
201 However, the problem is that the current system has not been
202 designed to work that way. Instead, the packet is encrypted
203 as soon as possible and left to the queue. The queue is then
204 just purged into wire. There won't be any fixes for this
205 any time soon. So, the current semantic for packet sending

209 (the packet will be in queue) then all subsequent packets to the
