208 packets that are in queue should actually not be encrypted
209 because packets that are sent immediately gets encrypted
210 actually with wrong IV (and thus MAC check fails). So, packets
211 that are in queue should be encrypted when they are sent to
212 the wire and not when they put to the queue.
214 However, the problem is that the current system has not been
215 designed to work that way. Instead, the packet is encrypted
216 as soon as possible and left to the queue. The queue is then
217 just purged into wire. There won't be any fixes for this
218 any time soon. So, the current semantic for packet sending

222 (the packet will be in queue) then all subsequent packets to the

1321 Created new utility library (lib/silcutil) that includes more
1322 generic purpose stuff. The stuff for util library was taken
1323 from the old core library. This was minor and easy split.
1325 * Created SILC Client Library (lib/silcclient) that includes
1326 implementation of the SILC client without user interface. This
1327 was major move from silc/ directory. The code has been changed
1328 so that it is transparent towards the user interface. The
1329 silc/ directory includes now the same user interface as before
1330 and it uses the new client library. Read lib/silcclient/README.
1331 Basicly, the client library performs everything else related
1332 to SILC except user interface handling. Also, configuration
1333 files are considered to be part of user interface and library
