417 packet was second, even though they were encrypted in the
418 reverse order. For this reason, MAC check failed. Now, this
419 is fixed by not sending the Channel Key packet immediately but
420 putting it to queue. However, this is more fundamental problem:
421 packets that are in queue should actually not be encrypted
422 because packets that are sent immediately gets encrypted
423 actually with wrong IV (and thus MAC check fails). So, packets
424 that are in queue should be encrypted when they are sent to
425 the wire and not when they put to the queue.
427 However, the problem is that the current system has not been
428 designed to work that way. Instead, the packet is encrypted
429 as soon as possible and left to the queue. The queue is then
430 just purged into wire. There won't be any fixes for this
431 any time soon. So, the current semantic for packet sending
434 o If you send packet to remote host and do not force the send
435 (the packet will be in queue) then all subsequent packets to the
436 same remote host must also be put to the queue. Only after the
437 queue has been purged is it safe again to force the packet
