3486 packets that are in queue should actually not be encrypted
3487 because packets that are sent immediately gets encrypted
3488 actually with wrong IV (and thus MAC check fails). So, packets
3489 that are in queue should be encrypted when they are sent to
3490 the wire and not when they put to the queue.
3492 However, the problem is that the current system has not been
3493 designed to work that way. Instead, the packet is encrypted
3494 as soon as possible and left to the queue. The queue is then
3495 just purged into wire. There won't be any fixes for this
3496 any time soon. So, the current semantic for packet sending
3499 o If you send packet to remote host and do not force the send
3500 (the packet will be in queue) then all subsequent packets to the
3501 same remote host must also be put to the queue. Only after the
3502 queue has been purged is it safe again to force the packet
