4131 the wire and not when they put to the queue.

4134 designed to work that way. Instead, the packet is encrypted
4135 as soon as possible and left to the queue. The queue is then
4136 just purged into wire. There won't be any fixes for this
4137 any time soon. So, the current semantic for packet sending

4141 (the packet will be in queue) then all subsequent packets to the
