2583 that are in queue should be encrypted when they are sent to
2584 the wire and not when they put to the queue.

2587 designed to work that way. Instead, the packet is encrypted
2588 as soon as possible and left to the queue. The queue is then
2589 just purged into wire. There won't be any fixes for this

3400 SilcList API. The SilcList is meant for lists that has a structure
3401 already defined as a list. It is not suitable to add just some
3402 context to the list (in TRQ, the context is the list actually).
