4132 packets that are in queue should actually not be encrypted
4133 because packets that are sent immediately gets encrypted
4134 actually with wrong IV (and thus MAC check fails). So, packets
4135 that are in queue should be encrypted when they are sent to
4136 the wire and not when they put to the queue.
4138 However, the problem is that the current system has not been
4139 designed to work that way. Instead, the packet is encrypted
4140 as soon as possible and left to the queue. The queue is then
4141 just purged into wire. There won't be any fixes for this
4142 any time soon. So, the current semantic for packet sending
4145 o If you send packet to remote host and do not force the send
4146 (the packet will be in queue) then all subsequent packets to the
4147 same remote host must also be put to the queue. Only after the
4148 queue has been purged is it safe again to force the packet
