3815 designed to work that way. Instead, the packet is encrypted
3816 as soon as possible and left to the queue. The queue is then
3817 just purged into wire. There won't be any fixes for this
3818 any time soon. So, the current semantic for packet sending

4921 Created new utility library (lib/silcutil) that includes more
4922 generic purpose stuff. The stuff for util library was taken
4923 from the old core library. This was minor and easy split.
4925 * Created SILC Client Library (lib/silcclient) that includes
4926 implementation of the SILC client without user interface. This
4927 was major move from silc/ directory. The code has been changed
4928 so that it is transparent towards the user interface. The
4929 silc/ directory includes now the same user interface as before
4930 and it uses the new client library. Read lib/silcclient/README.
4931 Basicly, the client library performs everything else related
4932 to SILC except user interface handling. Also, configuration
4933 files are considered to be part of user interface and library
